Enterprise PMO Manager

Job Overview

PenFed is hiring a (Hybrid) Enterprise PMO Manager at our Tysons, Virginia location. The Enterprise PMO is seeking a detail-oriented and strategic Atlassian Suite Administrator with strong experience in PMO operations and governance. The primary purpose of this job is to administer, optimize, and evolve PenFed’s Atlassian ecosystem – including Jira, Confluence, and related tools – to support effective project and portfolio management, governance standards, and enterprise collaboration. The ideal candidate combines technical expertise in the Atlassian platform with a solid understanding of project management frameworks, PMO processes, and governance principles, enabling consistent and efficient delivery across teams.

Atlassian Administration

  • Administer, configure, and maintain Jira Software, Jira Service Management, and Confluence environments.
  • Design and manage custom workflows, issue types, fields, screens, and permissions to align with PenFed delivery processes.
  • Implement and maintain automations, integrations, and plug-ins (such as Advanced Roadmaps).
  • Manage user access, roles, and group permissions to ensure security and compliance.
  • Develop and maintain dashboards, reports, and analytics for project, portfolio, and executive visibility.
  • Conduct system audits and ensure optimal system performance and data integrity.
  • Provide user support, documentation, and training for PMO and project teams.

Enterprise PMO Operations & Governance

  • Partner with the PMO leadership team to standardize project and portfolio management processes within the Atlassian environment.
  • Support the development and maintenance of governance frameworks, templates, and project lifecycle tools.
  • Create and manage project intake, prioritization, and approval workflows in Jira to support strategic alignment.
  • Ensure accurate and timely reporting on KPIs, project health, and portfolio performance.
  • Collaborate with other business unit PMOs to streamline resource planning, risk tracking, and compliance reporting.
  • Serve as a key liaison between EPMO, IT, and business stakeholders, ensuring alignment between tool functionality and business needs.
  • Foster strong business relationships across the enterprise by providing timely assistance and guidance on EPMO related inquiries.

  • Work through ambiguity to gather information required to make decisions.

  • Ability to think strategically and deep dive into the details to solve complex issues and keep teams moving forward.

  • Be a trusted advisor to business and technology partners/stakeholders.

 Continuous Improvement

  • Identify and implement actions to improve overall EPMO team performance and build a positive, team-oriented culture.
  • Evaluate new Atlassian features, add-ons, and best practices to evolve the organization’s project management ecosystem.
  • Promote adoption of Atlassian and PMO best practices through coaching, training, and communication.

Qualifications

Equivalent combination of education and experience is considered.

  • Bachelor’s Degree or equivalent work experience is required.
  • Minimum of eight (8) years of work experience, with three (3) years of direct management experience (leading a team, providing budgetary information, meeting deadlines, developing policies and guidelines, disciplinary action)
  • Minimum of 3 years work experience administering Jira, Confluence, and/or Jira Service Management.
  • Strong understanding of PMO operations, governance frameworks, and project lifecycle management.
  • Solid project management skills: minimum of five (5) years proven experience managing complex projects to successful completion including the ability to navigate complex environments and work with interdisciplinary teams and effectively communicate priorities, delivery expectations, risks, and concerns to senior management
  • Experience supporting Agile, Scrum, and hybrid project methodologies within Jira.
  • Proficiency in Jira Query Language (JQL), workflow design, and automation rules.
  • Excellent problem-solving, analytical, and documentation skills.
  • Strong communication and collaboration abilities across technical and non-technical teams.
  • Preferred:
    • Experience with Advanced Roadmaps, Portfolio for Jira, or BigPicture.
    • Familiarity with Power BI, Tableau, or similar reporting tools for executive dashboards.
    • Knowledge of ITIL/ITSM, PMP, or Lean/Agile methodologies.
      Experience integrating Atlassian tools with other enterprise systems (e.g., MS Teams, Slack, ServiceNow, GitHub).

Supervisory Responsibility

This position will not supervise employees.

 

Licenses and Certifications

  • PMP and SCRUM certification preferred.
  • Atlassian certifications (e.g., ACP-JA, ACP-600, ACP-120) preferred.

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

*Most roles require working in an office setting with moderate noise and the ability to lift 25 pounds.*

 

Travel

Ability to travel to various worksites and be on-call may be required.
