Operations Change Delivery Project Portfolio Manager

Job Overview
PenFed is hiring a (Hybrid) Operations Change Delivery Project Portfolio Manager at our Tysons, Virginia location. The Operations Change Delivery Project Portfolio Manager, is responsible for the successful management of a diverse change portfolio of initiatives supporting organizational strategies at a business unit level. This role is responsible for leading portfolio governance, demand management, prioritization, dependency management, budget management, and benefits realization. This role will build and manage key relationships with project leaders across the organization and coordinate all aspects of work produced and delivered by portfolio delivery teams.

- Manage intake and initial assessment of operational, technology, regulatory, automation, and customer experience initiatives.
- Facilitate initiative sizing, prioritization, and governance alignment based on business impact, complexity, risk, and resource requirements.
- Maintain and coordinate the enterprise change backlog and portfolio roadmap across competing priorities.
- Coordinate portfolio governance routines, leadership reviews, and portfolio reporting to support prioritization and funding decisions.
- Evaluate size of change and who will be impacted to develop a customized and scaled strategy for managing the people side of the initiative.
- Ensure project governance and documentation requirements remain proportional to initiative size and complexity.
- Monitor portfolio timelines, milestones, and delivery health across active initiatives.
- Identify and manage cross-functional dependencies, resource constraints, and sequencing conflicts impacting delivery execution.
- Escalate portfolio risks, blockers, and operational readiness concerns requiring leadership attention.
- Partner with business, technology, risk, and operational teams to support coordinated change execution.
- Manage project financials, including capital expenses (CapEx) and operating expenses (OpEx) budgeting, forecasting, and variance analysis. Participate in capital budget annual planning process.
- Partner with business owners to define and track objectives and key results (OKR)/key performance indicators (KPI).
- Establish and monitor portfolio performance metrics to ensure expected value is measured and achieved.
- Monitor initiative outcomes to ensure benefits are realized (e.g., operational efficiency, customer experience, automation, and risk reduction).
- Develop executive-level dashboards and portfolio summaries highlighting progress, risks, tradeoffs, and decision needs.
- Support strategic planning and continuous improvement efforts through portfolio analysis and delivery insights.
Qualifications
Equivalent combination of education and experience is considered.
- Bachelor’s Degree or an equivalent combination of education and experience in lieu of degree
- Minimum of eight (8) years’ experience performing project/program management duties in a financial services environment.
- Minimum of five (5) years’ experience managing multi-project portfolios or enterprise-level change initiatives.
- Proven track record managing CapEx/OpEx budgets and financial governance.
- Experience working across both business and technology domains.
- Experience in matrixed organizations with complex stakeholder environments.
- Ability to influence without authority and drive alignment across diverse teams.
- Excellent understanding of project management, including methodologies and best practices.
- Demonstrated experience successfully delivering complex projects and interacting with the highest levels of executive leadership.
Excellent verbal and written communication skills required.
Excellent executive-level presentation skills are preferred.
Skilled facilitator – experience leading cross-functional working sessions, problem solving sessions, and portfolio reviews.
Solid understanding of portfolio management frameworks such as Lean Portfolio Management or PMI Portfolio Management.
Expertise with roadmapping tools (Clarity, Jira Align, etc.).
Advanced financial acumen and ability to partner with Finance.
Experience with AI preferred.
Supervisory Responsibility
This position will not supervise employees.
Licenses and Certifications
- PMP Certification preferred
- Scaled or Lean Agile Certification preferred.
- Change Management Certification preferred.
Work Environment
While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

Ability to travel to various worksites may be required.
Pay Transparency
The anticipated starting salary range for this role is $79,400.00 - $147,890.00
This position is eligible for an organizational performance based annual bonus, subject to board discretion and approval.
This position is eligible for an individual performance based annual bonus.
